castle - fortress and clan box

many clans own castles and fortresses.
Observing the truly active clans, one notices that some hold more than one fortress in addition to a castle, while others do not even possess a fortress.
Can it be regulated?

Fortresses are removed every 2 weeks, other than that no, only by siege.
