Augmentation problem

One of the active augment skills are not on the correct settings.
The Item Skill:Refresh should decrease all skill cooldown by 85%.
I am not a math genius but ~10% is not 85%.
Can you check that skill Max?

There is only benefit to every class if it's set back to the original 85% decrease and the buff is only 1 minute, not 2 minutes.
