It can't be that having set + 16 full element with pvp this archer comes and puts you almost 8k. Hi, game doesnt work like that we are not playing interlude anymore. Other than gear and debuffs you have to consider partybuffs too. For example Appetite for Destruction gives 50% patk and 50% crit dmg.

Probably he came with pre-sos (maybe pre-appe and pre-counter rapid shot too) which give you extra atk spd. Keep in mind theres a passive chance skill that increases your atk spd as well.
